Copying the text from that link:
- Right-click the panel you wish to move and select “Properties”.
- Uncheck the “Expand” option under the “General” tab.
- Grab one of the edges of the panel by clicking on the left or right end (top or bottom end for vertical panels).
- Drag the bar to the desired screen and position.
- Check the “Expand” option in the “Panel Properties” window and click “Close”.

Thank you for posting this! This helped me out a bunch. Ughh, that panel thing isn't obvious. They could learn form Windows and Mac on this one.

Yeah, it took me a while to find that out too. I think that might work with gnome3 on ubuntu too. I might have stuck with ubuntu if I'd known that trick then :-).
previously I'd fixed it with gconf-editor. The unexpand trick is a lot easier than gconf-editor though.
And yes, certainly usability could be improved :-).
